Somerset, Kentucky (SPA)---With a platform built on years of public service and deep community roots, Rachel Turner Litteral has announced her candidacy for Pulaski County Clerk. Framing her campaign as a commitment to the people she has served her entire career, Litteral offers a vision of a more efficient, accessible, and transparent Clerk's Office for all residents.
"This campaign isn't about politics—it's about people," Litteral stated. "It's about making sure every resident of Pulaski County is served with respect, efficiency, and honesty".
A Career Rooted in Service
Litteral’s path toward public service began at age 16 and has spanned diverse, people-focused roles. From retail and food services, which she says taught her invaluable lessons in patience and humility—to positions as a title clerk, a substitute teacher, and in accounting, her career has been defined by a commitment to others. Currently, she serves as a Deputy at the Pulaski County Detention Center and works evenings as a title clerk for a local business.
This extensive background has provided her with a unique understanding of the public's needs. However, it's her direct experience within the Clerk’s Office that sets her candidacy apart. For over four years, Litteral served as a deputy clerk, gaining a comprehensive understanding of every facet of the office's operations. Her duties included assisting residents with title transfers and property recordings on the front lines, preserving the county's rich history in the records vault, and managing legal documents with precision and confidentiality.
"I’ve been in the trenches of the Clerk’s Office. I know how it runs, I know where it improves, and I know what the people of Pulaski County deserve: fair, friendly, and efficient service," she explained.
A Vision for the Future
Litteral's vision for the Clerk's Office is centered on modernization and improved public access. Her top priorities include:
• Improving Efficiency: Streamlining office workflows and using digital tools to reduce waiting times and make services more convenient, both in-person and online.
• Modernizing Services: Implementing technology like online scheduling and secure chat options to bring the office up to date, while still providing personal service for those who prefer traditional methods.
• Enhancing Transparency: Making public records and procedures easier for residents to access and understand. To address challenges in election transparency, she proposes live-streaming election night results on social media to build public confidence.
She also identified staffing shortages as a key challenge, noting that a lack of employees to cover all three office buildings has led to longer wait times—an issue she would make a top priority to correct.
A Lifelong Commitment to Pulaski County
A lifelong resident of Pulaski County, Litteral’s motivation is deeply personal. "Pulaski County is home," she shared, noting that her family's roots in the community go back for generations. This profound connection to her community is the driving force behind her running for office.
"I want to be a Clerk who not only knows the job but knows the people and always puts them first," Litteral said.
She plans to stay engaged with residents by maintaining open lines of communication, being active at community events, and partnering with local organizations to understand the county's needs. She believes the most important qualities for a County Clerk are integrity, accessibility, accuracy, and empathy, which together build trust and ensure the office operates fairly and efficiently.
As she begins her campaign, Litteral hopes voters see her as a candidate committed to honest, hard work and a genuine desire to serve the community she loves. "I look forward to earning your trust, your input, and your vote," she concluded.
